Who is eligible for Medi-Cal in Alameda County?

Medi-Cal is available to Alameda County residents who are U.S. citizens, permanent residents, legal aliens, or U.S. nationals.

There are several ways to qualify for the program.

First, you can qualify based on Income. To see the income limits, see our post on Medi-Cal income limits.

Also, you can qualify because you meet certain requirements that relate to your health or age. You are eligible to receive Medi-Cal benefits if you are:

  • Over the age of 65
  • Blind or disabled
  • Pregnant
  • In a nursing or intermediate care home
  • Under the age of 21
  • A refugee living in the U.S. temporarily

As a parent or guardian relative of a child who is under the age of 21, you may be eligible for Medi-Cal if you’re taking care of the child because the parents:

  • Have died
  • Do not live with the child
  • Are incapacitated
  • Are not employed

Additionally, you may also qualify for Medi-Cal benefits if you are already enrolled and receiving benefits from one of the following programs:

  • CalFresh
  • SSI/SSP
  • CalWorks (AFDC)
  • Refugee Assistance
  • Foster Care or Adoption Assistance Program

How do I Apply for Medi-Cal in Alameda County?

There are three ways to apply for Medi-Cal in Alameda County:

  • Online through Covered California, at or by calling 1-800-300-1506.

How soon can I get Medi-Cal?

After you submit your Medi-Cal application to the county office, it takes 30-45 days to process an application that does not involve a disability.

If you are applying for Medi-Cal based on a disability, your application process may take up to 90 days.

Also, how fast your Medi-Cal application is processed depends on how quickly you complete all the information and when your doctors and hospitals submit your medical records.

If you have an immediate medical or dental need, such as pregnancy or a severe illness, be sure to include it on your application.

This way, your application may be processed faster.

What does Medi-Cal Cover?

Medi-Cal pays for “medically necessary” health care including::

  • Physician visits
  • X-ray and laboratory tests
  • Hospital and nursing home care
  • Home health care
  • Certain prescription drugs excluded as a Medicare Part D benefit
  • Prosthetic and orthopedic devices
  • Hearing aids
  • Medical equipment
  • Ambulance services

What are the Asset Limits for Medi-Cal?

As of July 1, 2022, you may have up to $130,000 in assets as an individual, up to $195,000 in assets as a couple, and an additional $65,000 for each family member.

For SSI, the asset levels are $2,000 for an individual and $3,000 for a couple.

Additionally, some of your personal assets are not considered when determining whether you qualify for Medi-Cal coverage.

Assets that do not count are:

  • Your primary home
  • One vehicle
  • Household goods and personal belongings
  • Life-insurance policy with a face value of $1,500 per person
  • Prepaid burial plan (unlimited if irrevocable or up to $1,500 if revocable) and burial plot

What is Medi-Cal Share of Cost (SOC)?

If your income is more than the Medi-Cal income limits, you can still qualify for Medi-Cal, but you will have a share of cost.

A share of cost is not an amount that you must pay every month.

Share of cost is like a deductible; it is the share of your medical bills that you are liable for before Medi-Cal pays the rest of your expenses for that month.

If in any given month, your medical expenses do not exceed your share of cost amount, Medi-Cal will not pay any of your medical bills.

Medi-Cal will pay medical bills that exceed your share of cost amount in a month.

To find your approximate share of cost, subtract $620 for an individual ($954 for a couple) from the amount of your monthly income along with any health insurance premiums you may be paying (including Part B premium).

The result is your share of cost.

Also, the resource limits for Medi-Cal with a share of cost are the same as those for regular Medi-Cal with no share of cost.

Additionally, Medi-Cal will pay the Medicare Part B premium only for the months when share of cost is met.
