How do I Apply for Medi-Cal in Fresno County?

There are three ways to apply for Medi-Cal in Fresno County:

  • Online at MyBenefits CalWIN
  • Online through Covered California, at or by calling 1-800-300-1506.
  • Call the Department of Social Services (DSS) during business hours Monday – Friday 7:30 am – 3:30 pm at 1-855-832-8082. 
  • Apply in person at one of the DSS office locations listed above.

What Happens After I apply for Medi-Cal?

Here’s what happens after you apply for Medi-Cal in Fresno County:

Your Medi-Cal application will be reviewed by the DSS to determine if you qualify.

This could take up to 45 days.

To check on the status of your application, contact your Local DSS office (see list of locations above).

If the DSS determines you qualify and are approved for Medi-Cal, you will receive a packet in the mail with your Medi-Cal ID card.

Once you receive your Medi-Cal card, which is also known as a Benefit Identification Card (BIC), you can start using your Medi-Cal benefits.

You Must Choose a Health Plan

After you are approved for Medi-Cal, you must choose a health care plan and/or provider within 30 days of receiving your packet.

If you do not choose a plan and/or provider within 30 days, one will be assigned to you.

What is the Resources Limit for Medi-Cal?

As of July 1, 2022, the asset limit for Medi-Cal in California will go up to $130,000 for an individual and $195,000 for a couple.

Countable resources include:

  • Bank accounts
  • Certificates of deposits
  • Retirement accounts
  • Stocks, and bonds

However, IRAs and other tax-qualified retirement plans are not counted if monthly payments of principal and interest are being taken.

What is a Medicaid Waiver?

For persons with limited financial resources, Medi-Cal pays for nursing home care.

For those who wish to live at home or in assisted living, sometimes Medi-Cal will pay for care in those locations if it can be obtained at a lower cost than in a nursing home.

This is done through “Medicaid Waivers,” which are also called Home and Community Based Services (HCBS) Waivers or Waiver Funded Services.

In California, the waiver program is called the Assisted Living Waiver Program (ALWP).

The Assisted Living Waiver Pilot Project was initially approved in 2009 and was amended and approved for another 5 years in March of 2019.

What long-term care will Medi-Cal pay for?

Medi-Cal can help with care at home through IHSS as well as other in-home programs.

Additionally, Medi-Cal can also pay for long-term care in a facility setting.

Depending on the county you live in, Medi-Cal may help pay for your loved one’s stay in assisted living, skilled nursing/ convalescent facility, or at a congregate living health facility.

What does the “30-month look back” period mean for Medi-Cal?

The “30-month look back” period refers to the disclosure of all financial transactions and/or changes, pertaining to the Medi-Cal applicant at the time of initial application.

The reason for disclosing all financial changes during the previous 30 months is for the county Medi-Cal office to determine if there is a “period of ineligibility” that would have occurred with any of the financial transactions and/or changes.

This period of ineligibility would potentially preclude a Medi-Cal long-term care applicant from qualification for this benefit.

When a person is applying for Medi-Cal medical benefits there is no period of ineligibility when transferring excess resources out of their name in order to qualify for Medi-Cal medical benefits.

Can Undocumented Seniors Get Medi-Cal in California?

Yes. Starting in May 2022, Medi-Cal benefits will be provided to all individuals over the age of 50 who meet financial eligibility requirements, regardless of immigration status.

This includes primary, specialty, behavioral health, and long-term care.

Those not currently enrolled in restricted scope Medi-Cal will need to apply to find out if they meet eligibility requirements.
